Harry Victor Zahm
H. V. Zahm succeeded Leon Sears as city manager in 1935, leaving his job as the water works superintendent. Zahm's service, during the Great Depression, included the support of Roosevelt's public works programs. Zahm served as city manager for seventeen years. Other important acts under him included the building of the E. Lorain Street water tower. After resigning from poor health of January 1, 1952, he was replaced by his son, Edgerton "Phip" Zahm. H. V. Zahm died in Largo, Florida, in 1961.
